Clark tests anti-hijacking readiness in successful full-scale security simulation

The Office for Transportation Security (OTS), in partnership with Clark International Airport (CRK) and the Philippine National Police Aviation Security Unit 3 (AVSEU 3), successfully executed a full-scale aircraft hijacking simulation as part of Security Full-Scale Exercise 2026.

The exercise was designed to rigorously test Clark’s contingency plans against acts of unlawful interference, ensuring the airport remains in strict compliance with national aviation security standards and its OTS-approved security program.

The simulation featured a high-stakes scenario involving a hijacked domestic flight diverted to CRK. The drill tested the speed and synergy of several key units, including:

  • Airport Security Personnel and Control Operators

  • Airport Police and Tactical Teams

  • Incident Management and Hostage Negotiation Teams

The exercise culminated in a tactical assault to neutralize simulated threats and safely rescue hostages, showcasing the seamless interoperability between civilian and police units.

In his closing remarks, OTS Administrator Undersecretary Gilberto DC Cruz lauded the participating agencies for their execution.

“The level of coordination demonstrated by the OTS, PNP, and airport stakeholders affirms that Clark International Airport remains a stronghold of safety and a model for aviation security,” stated Usec. Cruz.

The initiative aligns with President Ferdinand “Bongbong” Marcos Jr.’s directive to elevate aviation security standards across the Philippine archipelago. By simulating real-world crises, the OTS and its partners continue to refine the response mechanisms necessary to protect the traveling public.

The exercise was witnessed by a panel of high-ranking officials and industry leaders, including:

  • MGen Ramon A. Ragasa, Special Assistant for Security-Related Matters, New NAIA Infrastructure Corp.

  • Mr. Noel F. Manankil, President and CEO of LIPAD Corp.

  • PCol Florencio J. Soriano Jr., representing the PNP Aviation Security Group.

The successful conclusion of this exercise reinforces the commitment of the Department of Transportation and the OTS to maintaining a secure and resilient aviation environment.
