MMDA reaffirms exemption of fuel trucks, vehicles transporting essential goods from truck ban, number coding

Fuel trucks and vehicles transporting essential or perishable goods are exempt from both the truck ban and the number coding scheme in Metro Manila, to maintain the steady flow of goods and prevent disruptions in the supply chain.

Metro Manila Council (MMC) reiterated the exemption under the Metro Manila Development Authority (MMDA) Resolution No. 26-07, Series of 2026, of March 24, 2026, following existing provisions of the Metro Manila Traffic Code of 2023.

The decision comes in response to the ongoing conflict involving the United States, Israel, and Iran, which has contributed to rising oil prices and potential supply chain disruptions affecting petroleum and other essential goods.

In line with Republic Act No. 7581, or the Price Act, the exemption applies to vehicles carrying both basic necessities and prime commodities, ensuring that their delivery is not delayed by traffic restrictions such as the Unified Vehicular Volume Reduction Program (UVVRP).

The exemption covers a wide range of goods defined under the Price Act, including rice, canned goods, fresh produce, poultry, and LPG. Construction materials such as cement and hollow blocks are also included to prevent delays in infrastructure projects.

This exemption also aligns with the Metro Manila Traffic Code of 2023, which prioritizes the transport of essential and perishable goods to support economic stability.

By allowing these deliveries to continue without restriction, the Marcos Jr. administration aims to support its “Bagong Pilipinas” vision—ensuring a stable economy and keeping the cost of living manageable for Filipino families despite global challenges.
