DOE and JICA convene to fortify Philippine national energy security and strategic oil reserves

In a proactive move to insulate the national economy from the volatility of the global energy market, the Department of Energy (DOE), led by Undersecretary Alessandro Sales, met with representatives from the Japan International Cooperation Agency (JICA) recently. The high-level exploratory meeting focused on a comprehensive framework for enhancing national energy resilience through strategic infrastructure and international cooperation.

The primary objective of the bilateral talks was the development of a Strategic Petroleum Reserve (SPR). Recognizing the Philippines’ vulnerability to external supply shocks and geopolitical tensions, Undersecretary Sales emphasized the necessity of a state-managed stockpile to ensure a continuous energy supply during emergencies.

“Energy security is national security,” said Undersecretary Alessandro Sales. “By partnering with JICA, we are tapping into world-class expertise to design a resilient energy architecture that protects Filipino consumers and industries from the unpredictable swings of the global oil market.”

The discussions centered on three critical areas of cooperation:

  • Strategic Oil Storage: Exploring technical and logistical requirements for large-scale storage facilities capable of maintaining a multi-month national fuel reserve.

  • Supply Chain Diversification: Identifying new international supply routes and partners to reduce over-reliance on traditional, high-risk regions.

  • Emergency Response Mechanisms: Refining protocols for rapid fuel allocation and grid stabilization during natural disasters or international supply disruptions.

JICA, a long-standing partner in Philippine infrastructure development, expressed its commitment to providing technical assistance and feasibility studies. Japan’s own robust strategic reserve system serves as a global benchmark, offering a proven blueprint for the Philippines to emulate.

The DOE and JICA concluded the meeting by agreeing to form a technical working group. This team will be tasked with conducting preliminary site assessments and financial modeling for the proposed storage facilities, ensuring the project aligns with the Philippine Energy Plan (PEP).
