The Energy Regulatory Commission (ERC), led by Chairperson and Chief Executive Officer Atty. Francis Saturnino C. Juan, recently welcomed officials from the Aruba Fair Trade Authority (AFTA) for a high-level bilateral meeting focused on strengthening regulatory cooperation and advancing knowledge exchange in the energy sector.
Joining Chairperson Juan were Commissioners Floresinda G. Baldo-Digal, Marko Romeo L. Fuentes, Amante A. Liberato, and Paris G. Real, together with key ERC officials. The AFTA delegation was headed by Director Ernesto Kross and included Martijn Snoop, Chairman of the Board of the Authority for Consumers and Markets in the Netherlands and a member of the AFTA Board.
The engagement was initiated following AFTA’s formal request to learn from the ERC’s regulatory experience as it prepares to assume oversight of Aruba’s water and electricity sectors beginning in 2027. With its implementation project set to commence in the near term, AFTA expressed strong interest in understanding the ERC’s regulatory frameworks, tools, and best practices in ensuring a reliable, transparent, and consumer-oriented energy market.
During the meeting, ERC Legal Service Director Maria Corazon C. Gines delivered a comprehensive presentation on the Philippine energy sector. She highlighted the structure and key reforms introduced under the Electric Power Industry Reform Act (EPIRA) of 2001, as well as the ERC’s core mandates, which include promoting competition, safeguarding consumer interests, ensuring fair and reasonable electricity rates, and addressing anti-competitive practices.
Director Gines also outlined the segmentation of the power industry into generation, transmission, distribution, and supply sectors, and discussed the ERC’s dual role in both economic and technical regulation. The presentation provided AFTA with valuable insights into balancing market efficiency with effective consumer protection.
The AFTA delegation engaged actively in the discussions, raising key questions on regulatory processes, rate-setting mechanisms, and market governance. These were addressed by Chairperson Juan and ERC officials, emphasizing the importance of adaptive and responsive regulatory approaches in managing evolving market conditions while maintaining accessibility and affordability of electricity services.
The meeting underscores the ERC’s continued commitment to fostering international collaboration and sharing regulatory expertise with global counterparts. It also reinforces the Commission’s position as a recognized leader in energy regulation, contributing to capacity-building initiatives beyond the Philippines as other jurisdictions work to strengthen their regulatory frameworks.
