Pres. Marcos Jr. facilitates breakthrough peace talks between Cambodia and Thailand at 48th ASEAN Summit

In a significant diplomatic victory for regional stability, President Ferdinand R. Marcos Jr. announced on Thursday that Cambodia and Thailand have reached several key agreements aimed at resolving long-standing border issues. The breakthrough occurred during high-level trilateral talks hosted by the Philippines in its capacity as the ASEAN Chair for 2026.

The meeting, held on the sidelines of the 48th ASEAN Summit in Cebu, brought together President Marcos, Cambodian Prime Minister Hun Manet, and Thai Prime Minister Anutin Charnvirakul. The discussions marked a decisive shift toward a peaceful resolution, with all parties emphasizing a shared commitment to dialogue and restraint.

The discussions focused on de-escalating tensions and establishing a framework for permanent peace. Highlights of the agreements include:

  • Commitment to Non-Escalation: Both leaders reaffirmed the importance of maintaining direct communication channels and avoiding any actions that could heighten tensions along the shared border.

  • Mandate Extension for the ASEAN Observer Team (AOT): President Marcos welcomed the three-month extension of the AOT mandate. The Philippines will continue its role as the AOT Coordinator to monitor and verify the implementation of border agreements.

  • Continued Diplomatic Track: The Foreign Ministers of Cambodia and Thailand have been tasked with maintaining “open and candid” dialogues to develop detailed confidence-building measures. “I believe this was possible because of a very clear, fervent belief by both leaders that it is the time for peace and no longer the time for war,” President Marcos stated. “The meeting demonstrated ASEAN’s principles of mutual respect, solidarity, and the peaceful settlement of disputes.”

The Philippines utilized its “good offices” as the current ASEAN Chair to provide a neutral ground for these critical negotiations. Both Prime Minister Hun Manet and Prime Minister Anutin Charnvirakul expressed their gratitude to President Marcos for his “constructive leadership” and for facilitating a space for frank, productive engagement.

President Marcos emphasized that the success of these talks reinforces the strength of the ASEAN bloc in managing internal regional challenges through unity and diplomatic engagement rather than conflict.

The Philippines remains committed to its role as a mediator and coordinator. As the AOT continues its mission for the next quarter, the regional community looks toward Cambodia and Thailand to transform these preliminary agreements into a lasting, amicable resolution in the spirit of ASEAN solidarity.
