In compliance with Executive Order No. 23, Series of 2026, issued by the Provincial Government of Batanes, Philippine Airlines (PAL) advises all passengers traveling to Basco, Batanes, that a mandatory online registration process will take effect beginning June 15, 2026.
Under the new provincial mandate, all inbound travelers—including those visiting for tourism, official business, or other purposes—must complete the Batanes Online Registration via the official Visitor Pre-Registration Portal prior to arrival. Returning residents of Batanes traveling for vacation, official business, medical treatment, or personal reasons are exempt from this requirement.
To ensure a smooth, hassle-free journey and avoid boarding or arrival delays, PAL strongly encourages passengers to complete their registration well in advance of their flight.

Pre-Flight Reminder: Passengers will receive a reminder email three (3) days prior to their scheduled departure containing the direct registration link and a QR code.

Registration Portal: Travelers can register directly by visiting https://bookings.breathtakingbatanes.com/. A valid government-issued ID or passport is required to complete the process.

Visit the portal and select “Registration and Visitor ID Fees.”

Enter passenger details and total number of travelers.

Fees & Discounts: The standard fee is PHP 405 per passenger (inclusive of registration and Visitor ID fees). Senior citizens and Persons with Disabilities (PWDs) are eligible for a 20% discount. Exemptions from the PHP 200 ecotourism fee component apply to children under 12, authorized researchers, and select government or private personnel working in Batanes.

Payment Methods: Payments can be made securely via QRPH, over-the-counter options, or Visa/Mastercard debit and credit cards.

QR Code Generation: Upon successful payment, an acknowledgment email will be sent, and a unique QR code will be generated. Passengers must present this QR code upon arrival in Basco.
While passengers who fail to register ahead of time will not be blocked from entering Batanes, they may experience significant airport delays. Unregistered passengers will be required to complete the process at the airport prior to boarding and may face restricted participation in local tourism-related activities until the registration is completed.
