Overseas Filipino Workers (OFWs) are set to gain stronger labor safeguards, fairer recruitment practices, and broader social safety nets under a newly launched regional initiative.
The Department of Migrant Workers (DMW) and the International Labour Organization (ILO) met today at the DMW Central Office to discuss the implementation of the TRIANGLE Partnerships for Fair and Effective Labour Migration in ASEAN. Led by DMW Secretary Hans Leo J. Cacdac and a delegation of senior ILO officials, the courtesy call marked the formal kickoff of a collaboration aimed at transforming the migration landscape for millions of Filipino workers.
The TRIANGLE Partnership is an ambitious, five-year regional labor migration program running from 2026 to 2031. The Philippines stands as a key participant among eight ASEAN member states dedicated to building safer, more transparent corridors for labor mobility.
“This collaboration reflects a deep, shared commitment between the DMW and the ILO,” said Secretary Cacdac. “Our goal is simple yet vital: to ensure that every Filipino migrant worker can access safe, ethical, and rights-based opportunities throughout the ASEAN region, backed by the full support of our regional neighbors.”
Over the next five years, the partnership will focus on five core pillars designed to protect workers at every stage of their overseas journey:

Fair Recruitment & Legal Pathways: Eradicating exploitative hiring practices and ensuring clear, legal routes to employment.

Skills Mobility & Recognition: Making sure Filipino skills and certifications are formally recognized and valued by employers across ASEAN borders.

Social Protection & Benefit Portability: Expanding healthcare and social security access, ensuring workers don’t lose their hard-earned benefits when moving between countries.

Labor Protection & Decent Work: Safeguarding daily working conditions, fair wages, and human rights on the job.

Sustainable Reintegration: Providing robust support systems for workers when they choose to return home to the Philippines.
The high-level strategy meeting was attended by key DMW officials alongside ILO representatives, including ILO National Project Coordinators Mr. Hussein Macarambon and Ms. Ma. Concepcion Sardaña, and ILO Senior Programme Officer Ms. Marja Paavilainen.
Through this partnership, the DMW and ILO aim to set a new benchmark for labor migration management in Southeast Asia, ensuring that migration remains a choice driven by opportunity rather than a vulnerability.
