First batch of repatriated Overseas Filipinos detained in Russia arrives safely in Manila

After nearly nine months of detention in the Russian Federation, the first batch of repatriated Overseas Filipinos safely returned home to the Philippines Sunday, June 21, 2026, arriving at the Ninoy Aquino International Airport (NAIA) Terminal 1.

The six repatriated Filipinos, all women, arrived at approximately 12:05 a.m. and were personally welcomed by Department of Foreign Affairs (DFA) Secretary Ma. Theresa P. Lazaro, alongside officials from the Department of Migrant Workers (DMW), the Overseas Workers Welfare Administration (OWWA), and other key government agencies.

According to Secretary Lazaro, the successful repatriation was made possible following a crucial diplomatic intervention by President Ferdinand R. Marcos Jr., who personally sought assistance from Russian President Vladimir Putin during their bilateral meeting in Kazan, Russian Federation, on June 17, 2026.

“I think this is the first case of its kind that we have released our compatriots from Russia. When President Marcos requested it, President Putin immediately gave it to us. That is a very important act of goodwill,” said Secretary Lazaro.

While the Philippine government continues to investigate the full details surrounding their detention, the DFA noted that initial reports point to an alleged immigration violation. The repatriated individuals are currently undergoing interviews to better understand their plight and determine the precise assistance they require moving forward.

“It is a great thing that they have returned home safely. They have been detained for almost nine months, so they really need support,” Secretary Lazaro added.

The Marcos administration has assured the public that a comprehensive support system is in place to aid the returnees in their reintegration. DMW Undersecretary Felicitas Q. Bay confirmed that immediate government intervention is ready for this first batch of repatriates.

The inter-agency assistance package includes:

  • Immediate financial and legal assistance

  • Guidance on proper immigration processes

  • Employment facilitation and training

  • Livelihood support programs

“Our goal is to provide the necessary assistance and guide them in their return,” Undersecretary Bay stated.

The Philippine government remains committed to ensuring the safety, welfare, and protection of all Overseas Filipinos worldwide, leveraging strong diplomatic ties to protect citizens in distress.
