The ASEAN Committee on the Implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers (ACMW) convened its 19th meeting from June 24 to 25, 2026.
Marking a significant milestone in regional labor governance, the Philippines has formally assumed the chairship of the committee for this session.
Under the overarching theme of the Philippines’ 2026 ASEAN Chairship, the two-day virtual meeting brought together key delegates, including officials from the Philippine Department of Migrant Workers (DMW), representatives from ASEAN Member States, the ASEAN Secretariat, and vital international development partners.
The 19th ACMW meeting serves as a critical forum for member states to evaluate current regional initiatives and design forward-looking policy frameworks. With global migration patterns shifting rapidly, the assembly focused heavily on cross-border cooperation, safe migration pathways, and the socioeconomic well-being of millions of Southeast Asian migrant workers.
Key agenda discussed during the session include:
-
Strengthening Regional Protections: Harmonizing labor standards and ensuring robust legal safeguards for migrant workers, particularly in vulnerable sectors.
-
Collaborative Policy Frameworks: Reviewing the progress of the ASEAN Consensus on the Protection and Promotion of the Rights of Migrant Workers to ensure its mandates are being effectively integrated into national laws.
-
Crisis Preparedness and Digital Integration: Leveraging digital platforms to streamline welfare services, consular assistance, and skills-matching across the bloc.
As the newly appointed Chair, the Philippines—through the DMW—reaffirmed its dedication to driving a proactive and human-centric agenda. The chairship emphasizes that the protection of migrant workers is not merely a domestic priority, but a collective economic and moral imperative for the entire ASEAN community.
Moving forward, the outcomes and strategic action plans established during this 19th meeting will lay the groundwork for upcoming high-level ASEAN summits, ensuring that labor migration remains at the forefront of the region’s socio-cultural and economic blueprints.
