DOE, Japan partner to strengthen national oil stockpiling and regional energy security

Department of Energy (DOE) Secretary Sharon S. Garin convened a high-level consultative session with key Japanese energy institutions to advance the Philippines’ national oil stockpiling framework and enhance regional fuel supply resilience.

The strategic meeting brought together delegates from Japan’s Ministry of Economy, Trade and Industry (METI), the Japan Organization for Metals and Energy Security (JOGMEC), the Japan Bank for International Cooperation (JBIC), and the Economic Research Institute for ASEAN and East Asia (ERIA).

During the session, participants held comprehensive discussions on operational frameworks, established oil stockpiling systems, and international best practices aimed at safeguarding the Philippines against future fuel supply shocks.

The delegations exchanged critical technical insights on infrastructure planning, risk management strategies, and optimal site selection for strategic reserves.

This initiative directly builds upon the existing energy cooperation between the Philippines and Japan under the Partnership for Wider Energy and Resources Resilience in Asia (POWER Asia) framework. Both nations agreed to maintain continuous working-level consultations as technical and feasibility assessments move forward.

The collaborative effort underscores the DOE’s proactive commitment to bolstering the country’s long-term energy security, ensuring grid stability, and establishing robust preparedness mechanisms against volatile global supply disruptions.
