The Bureau of Internal Revenue (BIR) and the Department of Finance (DOF) recently convened a high-level coordination meeting to discuss strategic legislative measures aimed at modernizing the country’s tax system and providing much-needed financial relief to low- and middle-income Filipino families.
BIR Commissioner Charlito Martin R. Mendoza led the collaborative session alongside key DOF officials, including Undersecretaries Karlo Fermin S. Adriano and Rolando T. Ligon Jr., and Assistant Secretary Euvimil Nina R. Asuncion.
The primary focus of the dialogue centered on exploring progressive legislative reforms that balance robust revenue generation with equitable fiscal policy. Recognizing the economic pressures faced by ordinary citizens, both agencies actively studied structural adjustments designed to ease the tax burden on lower- and middle-class taxpayers while maintaining the country’s macroeconomic stability.
In addition to evaluating policy proposals, the meeting served as a vital venue for both agencies to exchange technical inputs, assess operational implementation challenges, and streamline inter-agency coordination. These collaborative efforts ensure that future fiscal policies are not only structurally sound but also seamlessly executable on the ground.
Reflecting the comprehensive scope of the proposed reforms, the meeting brought together key leadership across both agencies’ legal, technical, and operational sectors.
In attendance from the BIR were the Deputy Commissioners of the Legal Group and Strategic Reforms Group, alongside technical experts from the Assessment Service, Planning and Management Service, and the Large Taxpayers Service. Representing the DOF were senior officials from the Fiscal Policy and Monitoring Group (FPMG), the Revenue Operations Group (ROG), and the National Tax Research Center (NTRC).
By fostering tight alignment between tax administrators and fiscal policymakers, the BIR and DOF reinforce their shared commitment to a fairer, more efficient tax system that supports sustainable economic growth and uplifts everyday Filipinos.
