The Bases Conversion and Development Authority (BCDA) has signed a memorandum of understanding (MOU) with top professional services firm P&A Grant Thornton to produce and promote the Doing Business with BCDA Investment Playbook.
The joint initiative aims to streamline the onboarding process for local and international investors by providing a comprehensive guide to investment opportunities across all BCDA-managed economic zones, including key flagship projects like the Pax Silica initiative.
Under the agreement, BCDA will provide strategic direction and core project specifications, while P&A Grant Thornton will leverage its extensive business, regulatory, and financial expertise. P&A Grant Thornton will also support investor engagement efforts, co-organize promotional events, and assist in driving international and local investment roadshows.
“As we advance major investment opportunities with the Pax Silica initiative and welcome investments in all BCDA-led ecozones, this playbook will help ensure that every prospective investor receives consistent, accurate, and reliable information,” said BCDA President and CEO Engr. Joshua M. Bingcang.
This strategic partnership aligns directly with the Marcos administration’s economic agenda to accelerate national growth, improve the Philippine investment climate, and strengthen the ease of doing business across the country.
The formal MOU signing was led by Engr. Joshua M. Bingcang (BCDA President and CEO) and Romualdo “Boyet” Murcia III (P&A Grant Thornton Chairman and Managing Partner). Serving as official witnesses to the partnership were Atty. Gisela Z. Kalalo (BCDA Executive Vice President and COO) and James Araullo (P&A Grant Thornton Audit and Assurance Partner).
