Operators and drivers of vehicles transporting agricultural products are required to submit only one document to avail of the PHP1 Roll-on/Roll-off terminal fee (RRTF), as provided under the directive of the Philippine Ports Authority (PPA).
Under PPA Administrative Order No. 003-2026 and Operations Memorandum Order No. 002-2026, vehicles transporting agricultural products may submit any of the following documents: a waybill, bill of lading, or delivery receipt; a cargo manifest or equivalent document; or applicable permits or clearances.
Eligible vehicles include Type 3 vehicles, such as light delivery trucks, vans, and pick-ups, which were previously charged a PHP 258 terminal fee. Also eligible are Type 4 vehicles, or heavy delivery trucks, which previously paid a PHP 516 terminal fee. Under the new order, these vehicles are required to pay only PHP 1 when transporting agricultural and fishery products such as rice, palay, corn, fruits, vegetables, fresh fish, fresh meat, livestock, and poultry products.
The PHP 1 terminal fee aims to mitigate the impact of high fuel prices on food products and to ensure the efficient flow of agricultural goods nationwide.
