BIR bolsters international ties, discusses digital transformation and audit reforms with German delegates

In a strategic move to fortify international cooperation and modernize tax administration, Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza hosted a high-level meeting recently with key representatives from the German diplomatic and business communities.

The Commissioner met with Ambassador Dr. Andreas Michael Pfaffernoschke of the Embassy of the Federal Republic of Germany and Mr. Marian Majer of the German-Philippine Chamber of Commerce and Industry, Inc. (GPCCII). The discussions centered on the BIR’s aggressive pursuit of audit reform and the latest milestones in its flagship Digital Transformation (DX) Project.

This engagement is a core component of the BIR’s DARES (Digitalization, Audit, Revenue, and Service) program. Specifically, the meeting aligns with the pillar of Service Excellence and Stakeholder Engagement, which seeks to build transparency and trust through consistent dialogue with international partners and the private sector.

“Our collaboration with global partners like Germany is instrumental in refining our audit measures and ensuring our digital infrastructure meets international standards,” Commissioner Mendoza stated. “By sharing insights and exploring areas of cooperation, we enhance our ability to serve taxpayers with greater efficiency and integrity.”

The dialogue focused on several critical initiatives aimed at improving the ease of doing business in the Philippines:

  • Audit Reform Measures: Implementing more transparent and data-driven audit processes to ensure fairness and compliance.

  • Digital Transformation (DX): Updates on the BIR’s transition to paperless systems and automated services to streamline taxpayer interactions.

  • Bilateral Economic Support: Strengthening the tax environment to support German-Philippine trade and investment.

The meeting was also attended by senior BIR leadership, underscoring the bureau’s commitment to these reforms:
