BIR and ADB strengthen partnership to accelerate national tax digitalization

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza convened a high-level strategic meeting with officials from the Asian Development Bank (ADB) on April 13, 2026, to fast-track the Bureau’s ongoing Digital Transformation (DX) Project and broader fiscal reform initiatives.

The delegation from the ADB was led by Philippine Country Director Andrew Jeffries. The meeting served as a critical touchpoint to align international technical expertise with the BIR’s domestic modernization goals under the DARES (Digitalization, Automation, and Regional Empowerment Strategies) program.

The discussions focused on the Digital and Data Transformation pillar of the DARES program, emphasizing the shift toward a more transparent, efficient, and user-friendly tax ecosystem. Key agenda items included:

  • Policy Action & Modernization: Streamlining legislative and internal policy frameworks to support a fully digital tax environment.

  • Inter-Agency Coordination: Improving data-sharing protocols between government entities to reduce bureaucracy and enhance compliance monitoring.

  • Process Optimization: Redesigning legacy workflows to eliminate bottlenecks in taxpayer service delivery. “Our collaboration with the ADB is a cornerstone of our mission to evolve the BIR into a world-class, data-driven institution,” said Commissioner Mendoza. “By integrating global best practices into our DX Project, we are not just upgrading software; we are transforming the taxpayer experience and strengthening the financial backbone of the nation.”

The meeting was attended by a comprehensive assembly of BIR leadership, including Deputy Commissioner Ma. Rosario Charo G. Enriquez-Curiba and Deputy Commissioner Teresita M. Angeles, alongside representatives from various specialized BIR services and groups.

The ADB reaffirmed its steadfast commitment to the Philippine government, pledging continued technical and advisory support to ensure the BIR’s reform initiatives meet international standards for fiscal governance.

The Digitalization, Automation, and Regional Empowerment Strategies (DARES) program is the Bureau of Internal Revenue’s flagship initiative aimed at modernizing tax administration. By focusing on cutting-edge technology and data analytics, DARES seeks to increase revenue collection efficiency, minimize manual intervention, and provide seamless digital services to the Filipino people.
