The Civil Aviation Authority of the Philippines (CAAP) announced the successful graduation of over 100 new aviation professionals, marking a pivotal milestone in the country’s Next Generation Aviation Professionals (NGAP) initiative.
Across two high-profile ceremonies in April 2026, CAAP Director General retired Lt. Gen. Raul del Rosario joined industry leaders to commend the resilience and technical proficiency of the nation’s newest pilots and specialists.
The commencement activities highlighted the collaborative effort between the regulatory body and leading aviation training institutions to meet the growing global demand for skilled personnel:

CAE Philippines (April 18, Clark, Pampanga): The 13th Commencement Exercises saw 88 cadets enter the workforce. The graduating class included 68 ATR and 20 A320 trainees who completed intensive programs centered on safety and operational excellence.

Cebu Pacific Cadet Pilot Program (April 15, Lapu-Lapu City, Cebu): This vital pipeline produced 19 new cadets, further cementing its role as a premier gateway for aspiring commercial pilots in the region.
During his keynote addresses, Lt. Gen. del Rosario emphasized that while technology continues to evolve, the human element remains the bedrock of aviation security.
