OTS Chief bolsters aviation security and personnel welfare at Bicol International Airport

Undersecretary Gilberto DC Cruz, Administrator of the Office for Transportation Security (OTS), conducted a comprehensive security inspection at Bicol International Airport (BIA) on April 20, 2026. The visit is part of a nationwide mandate to fortify aviation security and ensure frontline personnel are prepared to handle evolving threats.

Accompanied by key OTS officials, Usec. Cruz held a strategic coordination meeting with:

  • Security Screening Officers (SSOs)

  • Philippine National Police Aviation Security Group (PNP-AVSEGROUP)

  • Civil Aviation Authority of the Philippines (CAAP)

The dialogue focused on synchronizing inter-agency responses to modern security challenges and addressing operational hurdles within the airport environment.

A primary highlight of the visit was the official turnover of non-lethal restraining tools. These instruments are designed to empower airport security authorities to safely manage disruptive individuals while minimizing risk to the traveling public.

In recognition of their continued vigilance, several SSOs were awarded Certificates of Recognition for their exemplary service and dedication to the agency’s mission.

Beyond equipment and protocols, Usec. Cruz and auditors from the OTS Civil Aviation Security Division conducted a dedicated welfare check. This ground-level assessment aimed to:

  1. Evaluate the day-to-day operational conditions of SSOs.

  2. Ensure the mental and physical well-being of the staff.

  3. Identify specific areas for logistical and operational improvement. “Through the distribution of these tools to our security frontliners, we are not simply providing equipment,” said Usec. Cruz. “It reflects the OTS’s continuous efforts to address emerging threats to aviation security and to help our personnel respond more effectively in managing incidents and ensuring the protection of the passengers.”

This initiative aligns with the directives of President Ferdinand “Bongbong” Marcos Jr. to enhance national security measures across the Philippines’ critical transportation hubs. By strengthening partnerships and modernizing equipment, the OTS continues to build a more resilient transport network for the Filipino people.
