BOC uncovers PHP3.3 B worth of illicit cigarettes and raw tobacco shipments in Surigao

The Bureau of Customs (BOC) Port of Surigao uncovered 54 containers vans loaded with illicit cigarette and raw tobacco shipments valued at PHP3.3 billion as the agency intensifies efforts against smuggling and strengthen border protection measures nationwide.

The operation was carried out on May 8, 2026 pursuant to a Letter of Authority (LOA) issued by Customs Commissioner Ariel F. Nepomuceno and was conducted in coordination with the Philippine National Police (PNP). The implementing team proceeded to the premises to verify the contents and documentation of the shipments.

Initial inspection findings showed that 52 container vans contained boxes of assorted cigarette brands, including Red and Menthol Modern, Red and Menthol Carnival, Nise Baisha, Commando, Gold H&P, Delta, GJB-FH, BR Centro, Centro, Bossku, and TS Cigarettes.

Meanwhile, two container vans were found to contain boxes of raw tobacco materials, bringing the total number of inspected container vans to 54, with an estimated value of PHP3.3 billion

Commissioner Nepomuceno emphasized the Bureau’s continued commitment to combating illicit trade and strengthening customs enforcement operations.

“This operation reflects our firm commitment to going after illicit tobacco shipments and ensuring that all imported goods entering the country are properly declared and compliant with customs laws. We will continue to strengthen our enforcement efforts and work closely with partner agencies to protect our borders and government revenues,” he said.

Authorities also noted indications that the shipments were of foreign origin based on the observed container numbers. During the inspection, company representatives informed authorities that the concerned shipping lines and consignees had allegedly been notified. However, they were unable to present proof of payment of duties and taxes, import permits, or shipping documents at the time of verification.

To preserve the integrity of the shipments, all 54 inspected container vans were padlocked by the implementing team. The area remains under 24-hour security by the Customs Police from the Enforcement and Security Service (ESS) District Office of the Port of Surigao, with continued assistance from the PNP.

Further inventory, examination, and verification proceedings are currently underway to determine the exact quantity, valuation, and possible violations committed in relation to the shipments.

This operation underscores the BOC’s continued commitment to strengthening border protection efforts, and ensuring that all imported goods comply with existing customs laws, rules, and regulations.
