In line with President Ferdinand R. Marcos Jr.’s directive to accelerate the country’s digital transformation agenda, the Department of Information and Communications Technology (DICT), led by Secretary Henry Rhoel R. Aguda, welcomed His Excellency Vu Hai Quan, Minister of Science and Technology of Vietnam, and his delegation for a bilateral meeting and the signing of a Memorandum of Understanding (MOU) on Information Technology and Digital Transformation Cooperation.
The bilateral engagement served as a platform for both countries to exchange best practices and discuss strategic priorities in advancing digital transformation. Secretary Aguda and Minister Vu highlighted key initiatives in digital government, connectivity, Open Radio Access Network (Open RAN), artificial intelligence (AI), innovation, and digital capacity building.
Secretary Aguda presented the Philippines’ flagship digital initiatives, including the eGovPH Super App, the proposed E-Governance Act, and the National Digital Connectivity Plan, which aim to enhance government efficiency, improve public service delivery, and expand digital access nationwide. Minister Vu, meanwhile, shared Vietnam’s progress in digital transformation through its VNeID platform, digital government programs, and ongoing efforts to advance AI development and innovation.
A key highlight of the meeting was the signing of the MOU, which seeks to strengthen cooperation between the Philippines and Vietnam in the areas of e-governance, digital inclusion, and emerging technologies. The agreement also promotes knowledge exchange, technical collaboration, and capacity-building initiatives that support inclusive, sustainable, and innovation-driven development in both countries.
The engagement underscored the enduring friendship and growing partnership between the Philippines and Vietnam, reflecting their shared vision of a more connected, innovative, and digitally empowered future for their peoples.
Joining Secretary Aguda during the meeting were Atty. Jose Miguel Solis, Head Executive Assistant, and Ms. Pia Grecilda Sabate, Division Chief of the International Cooperation Division. Minister Vu Hai Quan was accompanied by Mr. Nguyen Thien Nghia, Director General of International Cooperation; Mr. Hoang Anh Tu, Deputy Director General of the Department of Science, Technology and Engineering; and Ms. Trinh Quynh Trang, Ministry Office Staff and member of the Minister’s Secretary Team.
