ED Council’s Infrastructure Committee approves digital master plan to fast-track national development

The Economy and Development (ED) Council’s Infrastructure Committee (INFRACOM) has approved a comprehensive digital master plan to address critical bottlenecks in implementing the nation’s most vital government projects.

Chaired by DEPDev Secretary Arsenio M. Balisacan, the Committee approved a strategic master plan designed to catalyze the country’s digital transformation. The plan is specifically engineered to meet surging regional demand and modernize the national digital landscape. Following this endorsement, the plan will be elevated to the ED Council, chaired by President Ferdinand R. Marcos Jr., for final executive approval.

“Our goal is to ensure that infrastructure isn’t just about physical roads and bridges, but also the digital highways that will drive our economy forward,” said Secretary Balisacan. “By streamlining our processes and embracing a robust digital framework, we are positioning the Philippines to be more competitive and responsive to the needs of our citizens.”

  • Streamlining Governance: The Committee reviewed results from a recent workshop focused on slashing red tape for Infrastructure Flagship Projects (IFPs). This includes optimizing licensing and permitting processes to prevent project delays.

  • Policy Updates: Members were briefed on the latest advancements in priority infrastructure policies intended to harmonize regional development efforts.

The meeting saw high-level participation from a broad coalition of government agencies, signaling a unified approach to the administration’s development agenda. Key attendees included DICT Secretary Henry R. Aguda, DBM Secretary Kim Robert C. De Leon, and ARTA Secretary Ernesto V. Perez, alongside senior officials from the Departments of Finance, Transportation, Energy, Tourism, Interior and Local Government, Public Works and Highways, and Human Settlements and Urban Development.

By synchronizing the efforts of these various departments, INFRACOM aims to ensure that the government’s priority projects move from the planning stage to completion with greater efficiency and transparency.
