MARINA calls for strict compliance with life-saving appliance requirements

The Maritime Industry Authority (MARINA) has urged domestic shipping operators to strictly comply with life-saving appliance requirements, particularly the proper placement and accessibility of life vests, as passenger traffic is expected to increase amid this year’s Balik Eskwela.

During separate engagements with shipping operators at the Port of Lucena, MARINA’s Enforcement Service (ES) reminded vessel operators that life-saving equipment must remain readily accessible at all times to ensure a swift response during emergencies.

The agency also underscored the importance of passenger awareness, particularly among parents and guardians traveling with infants and young children. Operators were encouraged to help promote the proper use of life jackets onboard and reinforce safety reminders before and during voyages.

On 06 June 2026, MARINA led by ES Director Luisito delos Santos, met with representatives of Starhorse Shipping to discuss safety compliance and passenger welfare. The agency likewise engaged Montenegro Shipping Lines on 05 June, where similar safety reminders were conveyed.

Apart from operational safety measures, MARINA also briefed the companies on the proposed MARINA Compliance, Operations, and Risk-Based Enforcement (MARINA-CORE) Regulation — aimed at modernizing compliance monitoring and enforcement through a risk-based and data-driven approach.

With the expected rise in passenger movement during the opening of classes, the agency said adherence to safety requirements remains essential in protecting lives at sea and ensuring safe and orderly voyages.
