Food security and energy cooperation will headline the upcoming bilateral meeting between President Ferdinand R. Marcos Jr. and Russian President Vladimir Putin, the Department of Foreign Affairs (DFA) announced Monday.
The two leaders are scheduled to meet on the sidelines of the ASEAN-Russia Commemorative Summit in Kazan, Russia, this week. The historic engagement marks President Marcos’ first official visit to the Russian Federation since taking office and coincides with the landmark 50th anniversary of Philippines-Russia diplomatic relations.
According to DFA Deputy Assistant Secretary for ASEAN Affairs Dominic Xavier Imperial, the high-level talks will heavily focus on navigating global economic supply shocks, particularly how ongoing tensions in the Middle East impact volatile oil and food markets.
“The meeting will most likely focus on food security and energy security—issues that are mutually important for both the Philippines and Russia,” said Imperial, who also serves as the ASEAN 2026 spokesperson.
The bilateral dialogue aligns with President Marcos’ directive earlier this year to aggressively diversify the Philippines’ energy matrix and secure alternative petroleum sources amid escalating international conflicts. While the DFA declined to preempt specific outcomes regarding new oil, fuel diversification, or renewable and nuclear energy agreements, officials emphasized that establishing direct leader-to-leader dialogue on these priority sectors is a critical step forward.
Beyond critical commodities, the two heads of state are expected to review strategies to deepen broader bilateral ties. The expanded agenda covers key cooperative sectors including tourism, education, science and technology, cultural exchanges, and stronger people-to-people ties.
The Philippines views the ASEAN-Russia Commemorative Summit as a strategic platform to reinforce its independent foreign policy, balancing vital economic alliances while securing essential food and energy lifelines for the Filipino people.
