The Department of Energy (DOE), under the leadership of Secretary Sharon S. Garin, recently convened a high-level bilateral meeting with representatives from the Royal Norwegian Embassy in Manila and a delegation of ten premier Norwegian offshore wind and floating solar companies.
The strategic dialogue aimed to unlock new investment pathways and foster international collaboration to accelerate the Philippines’ transition toward a sustainable energy future.
A central focus of the meeting was the strategic mapping of the Philippines’ offshore wind development roadmap, spanning the critical years of 2028 to 2035. As the country aggressively expands its renewable energy portfolio, the DOE highlighted the immense potential of its maritime borders for clean energy generation.
The forum served as a dynamic platform for both nations to exchange technical insights, regulatory strategies, and market outlooks. The visiting delegation shared Norway’s pioneering global best practices in managing complex marine environments, engineering resilient infrastructure, and scaling up offshore grid connections.
The discussion also emphasized the integration of cutting-edge technologies, particularly floating solar and floating offshore wind installations. Given the Philippines’ unique archipelagic geography, these innovative solutions offer highly efficient alternatives to land-constrained renewable projects.
Key areas of explored cooperation include:
-
Technical Expertise Transfer: Leveraging Norway’s decades-long maritime and offshore heritage to build local capacity.
-
Innovative Technologies: Deploying advanced mooring, anchoring, and floating substructures capable of withstanding the Philippines’ tropical weather conditions.
-
Grid Modernization: Exploring smart grid solutions to successfully integrate intermittent offshore renewable power into the national grid.
The DOE reiterated its commitment to creating an enabling environment for foreign investors, pointing to recent policy reforms that allow 100% foreign ownership in renewable energy projects.
“The Department of Energy actively welcomes deep, continued cooperation with our international partners,” Secretary Sharon S. Garin stated. “By marrying global expertise with local potential, we are not just building infrastructure—we are securing a cleaner, more resilient, and self-reliant energy future for every Filipino.”
This collaborative milestone marks a significant step forward in strengthening diplomatic and economic ties between the Philippines and Norway, positioning the Southeast Asian nation as a primary hub for renewable energy innovation in the region.
