Pres. Marcos Jr. announces historic roadmap for future ASEAN-Russia relations at Kazan summit

President Ferdinand R. Marcos Jr. announced on Thursday the adoption of several pivotal outcome documents at the conclusion of the Association of Southeast Asian Nations (ASEAN)-Russia Commemorative Summit.

The newly adopted frameworks are set to guide the strategic direction of the next phase of ASEAN-Russia relations.

President Marcos, serving as the Chair of the 2026 ASEAN Summit, co-chaired the commemorative event alongside Russian President Vladimir Putin at the Kazan Expo International Exhibition Centre. The summit marks a significant milestone as ASEAN and the Russian Federation celebrate 35 years of dialogue relations.

“Together, these documents provide a comprehensive roadmap for expanding practical cooperation and delivering tangible results and benefits to our peoples in the years to come,” President Marcos said during a joint press statement with President Putin.

Key outcome documents adopted:
  • The Kazan Declaration 2026: Titled “ASEAN-Russian Federation: Unity in Diversity – 35 Years Together,” celebrating over three decades of partnership.

  • The ASEAN-Russia Comprehensive Plan of Action (2026-2030): A five-year strategic blueprint for future engagement.

  • Joint Statement and Concept Paper on Cultural Cooperation: Aimed at deepening ties and fostering mutual understanding.

  • Joint Statement and Concept Paper on Energy Cooperation: Focused on stabilizing and securing regional energy needs.

As ASEAN Chair, the Philippines welcomed Russia’s continued engagement and its explicit support for ASEAN Centrality and the ASEAN-led regional architecture. President Marcos emphasized that both parties are fully committed to translating the momentum generated in Kazan into concrete, meaningful outcomes across three primary pillars:

Political-Security Economic Socio-Cultural

• Promoting regional peace & stability


• Addressing transnational challenges

• Enhancing trade & investment


• Strengthening food & energy security

• Deepening people-to-people exchanges


• Advancing science, technology, & cultural cooperation

Beyond immediate bilateral ties, the leaders discussed developments in the wider Eurasian region. President Marcos highlighted the immense potential for greater economic connectivity and collaboration between ASEAN and major regional bodies, including the Shanghai Cooperation Organization (SCO) and the Eurasian Economic Union (EAEU).

Areas of targeted cross-organizational cooperation include agriculture, tourism, trade, investment, and addressing shared transnational challenges.

The summit concluded with both ASEAN and the Russian Federation reaffirming their shared commitment to a constructive, forward-looking, and responsive partnership designed to meet the evolving needs of the modern global landscape.
