IMO approves creation of review group to amend EO 84 to strengthen Philippines’ maritime compliance  

The IMO Member State Audit Scheme (IMSAS) Council has approved the creation of a Drafting Group that will review and propose amendments to Executive Order No. 84, Series of 2019, aimed at strengthening the Philippines’ institutional framework and inter-agency coordination for compliance with the International Maritime Organization (IMO).
The resolution was approved during the Council’s first meeting for 2026 on August 13, 2026, as the Philippines continues to strengthen its systems and processes in preparation for the next cycle of the IMSAS Audit.
The proposed amendments to EO 84 seek to further enhance coordination among concerned government agencies and strengthen the country’s implementation and enforcement of mandatory IMO instruments and other obligations as an IMO Member State.
The Council also received updates on the implementation of corrective action plans arising from the Philippines’ previous IMSAS audit. These include measures undertaken by concerned agencies to address identified findings and improve national systems for effective compliance with applicable IMO instruments.
The hybrid meeting was attended by representatives from the Department of Transportation, Department of Foreign Affairs, Maritime Industry Authority, Philippine Coast Guard, Philippine Ports Authority, and Cebu Port Authority.
EO 84 was signed by then President Duterte on July 2, 2019, institutionalizing the Inter-agency Council on the IMO Member State Audit Scheme (IMSAS).
This milestone further strengthens the Philippine maritime administration’s performance of its obligations and commitments as a Member State to the IMO.
EO 84 serves as the legal framework of the IMSAS Council to fulfill its functions relative to the adoption of the provisions of applicable international instruments and conventions, as well as mechanisms to certify that the Philippines fully satisfies its responsibilities as a flag, port, and coastal State. Above all, the IMSAS Council shall ensure that its member agencies fully and effectively implement and enforce the IMO Instruments in an integrated manner.
