European Union Ambassador Massimo Santoro recently met with Maritime Industry Authority (MARINA) Administrator Sonia Malaluan to discuss expanding cooperation between the EU and the Philippines, aiming to foster a more competitive, digitalized, and sustainable maritime industry.
Building upon the success of the EU-funded Support to CIFAL Philippines for Seafarers’ Empowerment (SCOPE) Project, the high-level talks highlighted MARINA’s evolving role as a catalyst for sector-wide transformation. The discussions centered on key pillars of modernization, including strengthening maritime governance, accelerating digitalization, advancing workforce development, and shaping a resilient, long-term vision for the industry.
During the meeting, Ambassador Santoro welcomed MARINA’s proactive steps toward developing a comprehensive Maritime Master Plan. This strategic framework is expected to guide crucial policy reforms, create a highly predictable and secure environment for international investors, and maximize the sector’s contributions to national economic growth, regional connectivity, and job creation.
“A strong maritime sector benefits not only Filipino seafarers and local businesses but also reinforces vital trade connectivity and economic ties between the Philippines, the European Union, and its Member States,” stated Ambassador Santoro.
As a long-standing partner to the Philippines, the EU reaffirmed its commitment to supporting ongoing governance reforms and skills development. Both leaders agreed on the necessity of deeper collaboration with private industry and maritime stakeholders to fully unlock the economic and operational potential of the country’s maritime domain.
