On behalf of Finance Secretary Frederick D. Go, Department of Finance (DOF) Undersecretary Michael Peter Alejandro delivered a powerful keynote address at the prestigious PhilSec 2026 Summit on July 1, 2026, positioning robust cybersecurity as an absolute necessity for national economic resilience and investor confidence.
Speaking to an audience of industry leaders, tech innovators, and policymakers, Undersecretary Alejandro underscored that cybersecurity is no longer just an IT concern, but a critical pillar of public trust. He emphasized that secure digital environments are foundational to encouraging businesses to invest and innovate with absolute confidence, ultimately driving the country’s sustained economic momentum.
To support this vision, the DOF is actively advancing key cybersecurity initiatives. Chief among these is the implementation of FIN-CERT (Finance Cybersecurity Incident Response Team). This initiative centralizes and strengthens cyber resilience across all revenue-generating agencies and government financial institutions (GFIs). By establishing a unified defense framework, FIN-CERT ensures a highly coordinated, rapid, and cost-effective strategy to combat evolving digital threats.
