DOF champions economic reforms and public-private synergies at 34th PCCI Metro Manila Business Conference

Delivering the keynote address on behalf of Secretary of Finance Frederick D. Go, Department of Finance (DOF) Undersecretary Krystal Lyn Uy of the Legal Services and Local Finance Group (LSLFG) reinforced the government’s commitment to fostering a competitive, investment-friendly landscape during the 34th Philippine Chamber of Commerce and Industry (PCCI) Metro Manila Business Conference.

Addressing business leaders, policymakers, and key stakeholders, Undersecretary Uy emphasized that the Philippines’ robust economic fundamentals are being further strengthened by targeted legislative reforms designed to drive sustainable, long-term growth.

Undersecretary Uy underscored that true economic progress relies on deep, strategic collaboration between the government and the private sector. To accelerate this momentum, the DOF highlighted two pivotal policy frameworks:

  • The CREATE MORE Act: Designed to elevate the country’s global competitiveness, this flagship measure enhances the tax incentive framework by offering up to 40 years of fiscal and non-fiscal incentives for targeted investments. It simplifies compliance, streamlines processes, and clarifies incentive structures to boost foreign direct investments.

  • The Real Property Valuation and Assessment Reform Act (RPVARA): Aimed at modernizing local governance and real estate, RPVARA establishes a transparent, fair, and predictable property valuation system. By standardizing valuations nationwide, the law boosts local revenue generation while instilling greater investor confidence in real estate and infrastructure development.“Genuine progress happens through strong public-private collaboration. As this momentum continues, the Department of Finance looks forward to building a more competitive business environment that directly benefits Filipino workers and enterprises nationwide,” stated Undersecretary Uy.

The Department of Finance continues to actively pursue legislative and administrative reforms aimed at cutting red tape, enhancing tax administration, and empowering local government units (LGUs) to become active partners in economic development.

Through ongoing dialog with institutions like the PCCI, the DOF remains dedicated to shaping policies that support domestic business expansion, attract high-value international investors, and generate quality jobs for the Filipino workforce.
