In a major step toward expanding global employment opportunities for Filipino maritime professionals, the Maritime Industry Authority (MARINA) hosted H.E. Felipe Alejandro Díaz Ibáñez, Ambassador of Chile to the Philippines, at the MARINA Central Office in Manila on July 31, 2026.
The bilateral meeting, led by MARINA Administrator Sonia B. Malaluan, focused on key areas of cooperation designed to empower the maritime workforce, bolster international training standards, and safeguard marine ecosystems.
A central highlight of the discussion was the mutual intent of MARINA and the Embassy of Chile to establish a formal agreement for the reciprocal recognition of certificates issued under Regulation I/10 of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.
Once finalized, this framework will validate maritime education, training, and certification standards between both nations, unlocking new pathways for qualified Filipino seafarers to serve aboard Chilean-flagged vessels. This proposed partnership adds to MARINA’s growing list of bilateral agreements with international maritime administrations aimed at expanding global sea-based employment.
Beyond seafarer welfare, Administrator Malaluan and Ambassador Ibáñez reaffirmed their shared commitment to critical maritime security and environmental initiatives:

Combating IUU Fishing: Both parties discussed joint strategies to address illegal, unreported, and unregulated (IUU) fishing to protect marine resources and uphold ocean law.

BBNJ Agreement Support: Ambassador Ibáñez encouraged MARINA to actively support initiatives under the Agreement on Biodiversity Beyond National Jurisdiction (BBNJ Agreement), emphasizing the vital role of international cooperation in preserving marine biodiversity on the high seas.
The high-level meeting was also attended by key MARINA leadership, including STCW Office Executive Director Samuel Batalla; Acting Deputy Administrator for Education, Training, and Certification Presca Lee Lugo; and Chief of Staff & Overseas Shipping Service Director Engr. Ramon Hernandez.
Through these combined efforts, MARINA continues to champion the competitiveness of Filipino maritime professionals while building strategic international partnerships for sustainable ocean governance.
