The Bases Conversion and Development Authority (BCDA) and the Municipal Government of Capas, Tarlac, have strengthened their partnership to push forward the development of the proposed Pax Silica Innovation Ecosystem, a flagship initiative designed to position Central Luzon as a premier hub for technology, advanced industries, and sustainable growth.
BCDA President and Chief Executive Officer Joshua M. Bingcang recently met with Capas Mayor Roseller “Boots” Rodriguez and municipal leaders to align strategies on the high-impact project, ensuring that the development directly benefits Capaseños and surrounding local communities.
During the strategic meeting, BCDA presented a comprehensive roadmap for the Pax Silica Innovation Ecosystem. Beyond attracting cutting-edge technology and high-value investments, the master plan integrates localized, sustainable development initiatives, including:
-
Modern Agricultural Initiatives: Integrating advanced farming techniques and agritech to boost local food security.
-
Sustainable Livelihood Programs: Creating targeted upskilling and employment avenues tailored for local residents.
-
Community Development: Ensuring long-term, equitable access to infrastructure, social services, and economic gains.

“Our goal is to build an ecosystem where world-class innovation and local community development go hand in hand,” said BCDA President and CEO Joshua M. Bingcang. “As New Clark City expands, we are committed to ensuring that local farmers, families, and businesses in Capas are not left behind, but are active participants and primary beneficiaries of this growth.”
The Municipal Government of Capas formally welcomed the project’s long-term vision, citing its potential to transform the local economy. Mayor Roseller “Boots” Rodriguez highlighted that the ecosystem will serve as a catalyst for high-quality job creation, supply chain opportunities for local enterprises, and enhanced regional competitiveness.
“Capas is ready to embrace the future as a gateway for innovation,” noted Mayor Rodriguez. “We appreciate BCDA’s proactive approach in aligning their vision with the needs of our municipality. This collaboration will open doors for high-value investments while safeguarding the interests of our people.”
Both BCDA and the local government reaffirmed their joint commitment to continuous community engagement, stakeholder consultation, and environmental stewardship. By prioritizing inclusive growth, both parties aim to set a national benchmark for modern, community-centered urban development.
