The Bases Conversion and Development Authority (BCDA) and the Department of Science and Technology (DOST) have officially signed a landmark agreement to accelerate the development of the Philippine Science High School (PSHS) Training Center within New Clark City.
The agreement was formalized by BCDA President and CEO Joshua M. Bingcang and DOST Secretary Renato Umali Solidum Jr. Under the terms of the partnership, the BCDA will oversee and undertake essential fit-out works for the Training Center, while ensuring complete support for core campus infrastructure and utility connections.
Situated within New Clark City’s dedicated Research and Development (R&D) District, the modern educational and research facility is projected to become partially operational by 2027.
The PSHS Training Center is designed to cultivate an ecosystem where Filipino students, educators, and future scientists can thrive through cutting-edge science, technology, research, and innovation. The initiative advances New Clark City’s overarching vision to serve as a national hub that integrates premier academic institutions and top talent to propel the Philippines’ knowledge economy forward.
This strategic partnership directly supports President Ferdinand R. Marcos Jr.’s national development agenda, which emphasizes strengthening science and technology capabilities, nurturing young Filipino talent, and fostering innovation-driven economic growth.
The official signing ceremony was witnessed by key leaders from government and academia, including Department of Trade and Industry (DTI) Undersecretary Ceferino “Perry” Rodolfo, BCDA Executive Vice President and Chief Operating Officer Atty. Gisela Z. Kalalo, and PSHS System Executive Director Dr. Ronnalee N. Orteza.
The BCDA is a prime mover of national development, transforming former military bases into inclusive, smart, and sustainable economic hubs like New Clark City.
