BIR Chief showcases award-winning citizen-centric digital innovations at GovMedia Conference 2026

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza highlighted the Philippines’ breakthroughs in tax administration during the GovMedia Conference & Awards 2026, held on July 9, 2026, at the Marina Bay Sands Expo and Convention Centre in Singapore.

Speaking as the sole representative from the Philippines on the panel “When Government Gets Digital Right: Building Citizen-Centric Services that Deliver Results,” Commissioner Mendoza shared the strategic vision behind the development of the 2026 BIR Interactive Digital Tax Calendar, which took home the prestigious Philippines Digital Initiative of the Year – Finance Award.

“I think that is what getting digital right means: making government easier to understand, easier to access, and easier to deal with,” Commissioner Mendoza stated during the discussion. “That is what citizen-centric government is all about — helping our people do the right thing.”

The GovMedia Conference & Awards recognizes outstanding public sector projects across Asia that demonstrate excellence in digital transformation, governance, and citizen-centric service.

Commissioner Mendoza explained that the Interactive Digital Tax Calendar was born directly from the feedback received by BIR frontline personnel. By analyzing recurring taxpayer questions—such as what taxes are due, deadlines, required forms, and filing locations—the Bureau consolidated the answers into a single, real-time, interactive platform accessible via the BIR website.

The initiative has successfully shifted the taxpayer experience from complex compliance to seamless navigation. According to Mendoza, the platform has even garnered unexpected public praise, with the BIR receiving thank-you messages from taxpayers appreciating the clarity brought to deadlines and new regulations.

“Taxpayers want to file their tax returns. They want to pay their taxes. And when they are given clear guidance on what to do and how to do it, they will comply,” Mendoza added, noting that the calendar and simplified regulatory guides have organically become some of the Bureau’s most shared digital content.

When asked to provide guidance for other regional government institutions embarking on modernization, Commissioner Mendoza advocated for a balanced approach that pairs grand vision with practical problem-solving.

  • Empower Frontline Voices: Consult heavily with internal frontline staff, as they engage directly with the public’s pain points and frequently hold the most practical solutions.

“We should pursue large-scale digital transformation… but we should not lose the opportunity to address the simple, recurring problems that our taxpayers encounter every day,” Mendoza concluded.
